Taiwan Internet Content Rating Promotion Foundation was established in accordance with regulations laid down in point #10 of the Government Information Office's “Key Points for the Establishment and Supervision of Mass Media Non-Profit Making Organizations”.

The Foundation was established on January 7, 2005 , authorized from the Executive Yuan's Government Information Office (GIO), and officially registered with the Taipei District Court on March 11, 2005 . It was established to gather private and academic resources to plan and promote the Internet Content Rating . This will facilitate the development of Internet-related industry while protecting freedom of speech online and regulate user behavior.
